The secretariat preprocesses all incoming applications in reference to statutes, current policy and authorities. The secretariat is also increasingly proactive in outreach activities to find potential applicants. Applications falling outside the secretariat’s authorities to issue a letter of rejection are passed on to the board in more or less original form with a view to further inquiry and obtaining expert opinion(s). In addition, the secretariat performs day-to-day management and financial functions within the Foundations.

The secretariat is housed at the Tobaksvejen 10 site in Søborg in the site built by Villum Kann Rasmussen in 1962, and where VKR Holding had its headquarters until August 2007.
